When these are attended with great honor and emolument, as they always will be in large states, so as greatly to interest men to pursue them, and to prompts be proper objects for ambitious and designing men, such men will be ever restless in their pursuit after them. I beg the candid and dispassionate attention of my countrymen while I state these objections — they are such as have obtruded themselves upon my mind upon a careful attention to the matter, and such as I sincerely believe are well founded.
